The system of legal regulation of functions and economic competence of the science park as a participant in the innovation process

Abstract

Relevance of the problem. During the period of forming a strategy for the functioning of the innovation ecosystem of Ukraine, the question arises of determining the centers of science, education and technology as the driving force in organizing the innovation process in certain regional innovation systems and innovation ecosystems of Ukraine.

Purpose. The author set the goal of investigating whether science parks have the characteristics and functions of incubators and accelerators, whether the functions of science parks enshrined in the legislation of Ukraine can determine one of the central places of science parks for the incubation of innovations and the development of a knowledge-intensive environment, regional innovation systems and ensuring the innovation process in them.

Analysis of previous research. The questions posed as tasks in the article were considered by both domestic and foreign scientists from various aspects, both the status of the organizational and legal form of science parks and their place in innovation systems. Such scientists from Ukraine and foreign countries are: Y. Holovach, A. Zalisko, K. Matusyak, O. Bonkovsky, Y. Matsevity, S. Paraska, V. Chernyuk, V. Shovkalyuk and others.

Method. A systematic approach will allow, based on the organizational and legal form of the science park, to take into account its purpose, namely, structure, functional purpose, integrative aspect, communicative aspect, and historical aspect.

Presentation of the main material. The implementation of the research tasks allowed us to answer the question of whether it is possible to enshrine the functions of science parks in the legislation of Ukraine and to determine one of the central places of science parks for the incubation of innovations and the development of a knowledge-intensive environment, which can be transformed into a regional innovation system or an innovative cluster environment.

Conclusions. The need to introduce norms into the legislation that will reflect the need to form regional innovation systems with their possible organizational center - the corresponding university science park has been determined. It has been established that regional innovation ecosystems need to be rebuilt on the principles of innovation ecosystems, the formation of stable connections from higher education institutions, scientific institutions with centers of high-tech industry and developed infrastructure. Regional innovation ecosystems should be provided with human assets with knowledge-intensive professions, the necessary conditions should be created for improving the professional level and providing scientists and workers with a favorable social environment under the conditions of Industry 5:0.
