Innovative solutions for forced opening of vehicles in police activities

Abstract

Problem setting. The article examines the current issues of improving police activities in the field of forced opening of vehicles in the context of modern security challenges. The authors focus on the need to develop and implement innovative technical means aimed at increasing the effectiveness of the response of employees of the National Police of Ukraine in situations related to a threat to life and health of people or the need to stop offenses. Analysis of recent researches and publications. A significant number of fundamental and applied research works by scholars such as A. S. Vasilyev, E. V. Dodin, O. V. Kuzmenko, V. I. Kurylo, S. G. Stetsenko, A. O. Sobakar, V. K. Shkarupa, and others. It is worth highlighting the opinion of R. M. Pylypiv, who proposes adding to preventive police measures the authority to require the driver of a vehicle lawfully stopped to open the window by at least two-thirds, turn on the interior lights of the vehicle, and not leave the vehicle without a specific command from the police officer. Purpose of the research is to provide a scientific basis for the design and operating principles of a specialized device for the forced entry of vehicles, as well as to develop an effective and safe methodology for its use in the official duties of National Police of Ukraine officers at the national level. Methodology. Scientific and practical approaches to creating a specialized device for forced opening of vehicles are analyzed, its design features and principle of operation are determined. It is established that the device for forced opening of a vehicle is a fixed and ready-to-use specially oriented device, which is a rigid structure consisting of a fixing frame, which rests on the glass surface using vacuum suction cups, and an impact inertial hammer located perpendicular to the glass with a movable striker in the handle for accelerating the hammer. Article’s main body. The technical characteristics of the device for forced opening of vehicles are described and details of its maintenance are indicated. Special attention is paid to the development of a method for using the device, which ensures safety, controllability and minimization of injuries during the destruction of car glass. It is proven that the use of the proposed technical solution contributes to the reduction of material damage, increasing the level of protection of individuals and the efficiency of performing official tasks. The work emphasizes the importance of regulatory regulation of the use of innovative technologies in police activities, as well as the need to train personnel to work with the latest technical means. Conclusions and prospects for development. Therefore, for the full and unhindered use of the device by police units at the state level, it is proposed to amend the Law of Ukraine “On the National Police” in terms of expanding the list of special means and determining the grounds and procedure for using devices for forced opening of vehicles. After all, the implementation of innovative solutions in the field of forced opening of vehicles will contribute to increasing the efficiency of law enforcement activities, reducing the level of risks and ensuring the proper level of protection of citizens’ rights.
