Abstract

Problem setting. In recent years, in higher education institutions in Ukraine, there have been radical changes in the organization of the educational process, which have affected the performance of labor duties of scientific and pedagogical employees, which they perform in a blended or distance format. Globalization, combined with technological progress, has radically changed not only the content, but also the very structure of the working hours of scientific and pedagogical employees. Thus, in the conditions of digitalization, modern digital technologies have made the work of scientific and pedagogical workers asynchronous and multi-component, which forced them to master new information technologies for teaching. As a result, the workload has increased due to various factors, new types of work have appeared that are not always taken into account when calculating working hours or are not included in the teacher’s rating. Analysis of recent researches and publications. Various aspects of working time are the subject of scientific research by O. I. Protsevsky, V. S. Venedyktov, G. S. Goncharova, O. M. Yaroshenko, K. V. Shurupova, O. A. Shevchenko, A. S. Metil, Yu. O. Sayenko, I. V. Salenko, O. I. Gafich, etc. The theoretical basis of the issues of working time of scientific and pedagogical workers is the works of A. O. Savchenko, M. I. Gordienko, T. G. Hrytsa, S. V. Lysenko, V. O. GotsYakovleva, V. A. Kononenko, K. O. Popova-Koryak, P. P. Lymansky, etc. The purpose of the article is: to analyze the current state of regulation and accounting of working hours of scientific and pedagogical workers and to develop proposals aimed at improving current legislation. Article’s main body. The current state of the legal framework for regulating and accounting for working hours of scientific and pedagogical workers in higher education institutions has been analyzed and proposals have been developed for the Ministry of Education and Science of Ukraine aimed at its improvement. The emphasis is placed on the fact that with the development of digitalization and the active use of information technologies, the introduction of innovative forms in the educational process, the usual traditional approaches to organizing the work of scientific and pedagogical workers have changed. It is emphasized that the lack of a more modern and relevant regulatory act on planning and accounting of working hours, which adequately reflects the realities of modern life and corresponds to the changes that have occurred in the organization of work of scientific and pedagogical workers, is a significant gap that leads to overload and “hidden hours.” Conclusions and prospects for the development. In order to realistically reflect the performance of all types of work by scientific and pedagogical workers in hours and prevent involvement in overtime work, we propose to the Ministry of Education and Science of Ukraine: 1) review and supplement the main types of work performed by pedagogical and scientific and pedagogical workers with new types that have arisen as a result of digitalization, the use of information and communication technologies and are widely introduced in the educational process; 2) develop time standards in specific hours for each main type of work performed by scientific and pedagogical workers, mandatory for all HEIs; 3) for the rational use of the working time of scientific and pedagogical workers, develop methodological recommendations for drawing up a class schedule; 4) oblige higher education institutions to develop and approve time standards for educational, methodological, scientific (scientific and technical, artistic) and organizational work, taking into account the direction of their training.
