ON IMPLEMENTATION OF INNOVATIVE MODEL OF DEVELOPMENT OF FOREST FIELD IN UKRAINE

Abstract

The article is devoted to the comprehensive research of question on implementation of
innovative model of development of forest field in Ukraine, which is founded on the concept of
stable development and forest administration with use of the best experience of European
countries as well as traditions represented by forest economy of Russian Federation. It is defined
that today implementation of innovative system of stable forest administration in Ukraine is
provided by the Concept of reforming and development of forest economy, approved by
Resolution of the Cabinet of Ministers of Ukraine from the 18th of April, 2006 and state specialpurpose program “Forests of Ukraine” on 2010-2015, approved by Resolution of the Cabinet of
Ministers of Ukraine from the 16th of September, 2009. Both documents are analysed. Inference
that number of important innovations are made in the forest field was deduced on the ground of
examination of Russian experience of managing of forest economy. These innovations taking
into account special aspects of national forest complex can improve situation in forests of
Ukraine. It is established that obligatory condition of successful forest field development is
implementation of number of innovative events such as elimination of direct contradiction
between forest economy and forest industry, development of integrative processes in the field of
forest procurement, managing and use of forest resources on the base of lease relations and
mutual interests in organisation of stable forest utilization. Effective coordination of scientific
technical and social economic policy of forest economy and forest industry, formation and
realisaton of interrelated intersectorial countrywide and regional programs are very necessary.
