ON THE ISSUE OF DESCIPLINARY RESPONSIBILITY OF PUBLIC OFFICIALS
Abstract
Problem setting. The issue of disciplinary responsibility of public official considered by different fields of legal science, including labor law. The studies of lawyers expressed many interesting ideas, brought important findings, and summarized the practical materials. However, the dynamic development of the current legislation and the active reform of the civil service in Ukraine determines the necessity of studying this issue, including the legislative and legal novelty.Analysis of resent researches and publications. Despite a thorough studying of the issue of disciplinary responsibility of public officials they don’t lost its relevance, but even become more acute and need further analysis. The problems of legal regulation of disciplinary responsibility and the labor discipline have been studied by many scientists, among them: O. T. Barabash, N. B. Bolotin, N. M. Vapnyarchuk, L. P. Hruzinov, O. S. Ivanov, M. I. Inshyn, I. V. Lazor, L. I. Lazor, S. I. Kozhushko, O. D. Novak, S. M. Prylypko, N. M. Khutorian, G. I. Chanyshev, O. M. Yaroshenko and others. Article’s main body. The article is devoted to the issue of disciplinary responsibility of public officers. The main problems of bringing of public servants to disciplinary responsibility in the labor field have been defined. Also this article defined the ways of these problems resolving for building the institutions of labor law based on the rule of law and legality. It’s emphasized the necessity of effective mechanism for bringing the public officers to the disciplinary responsibility. Conclusions and prospects for the development. The issue of bringing of public officers to disciplinary responsibility is essential and urgent in the concept of development of civil service in Ukraine. The daily quality administrative services provision by public authorities to citizens of Ukraine and nonresidents depends on effective institute of disciplinary responsibility in Ukraine.
