Abstract
Problem setting. Recently, many countries are actively legal policy on combating corruption. However, despite
Ukraine developed legal framework to combat corruption and focus public policy on the elimination of corruption in the
country is a lot of complaints.
Currently, you can not claim significant achievements in overcoming it, corruption has become systemic. It is
largely due to the inefficiency of public administration, especially the social mentality, specific political culture and underdeveloped
civil society designed to monitor the activities of executive bodies. In addition, socio-economic and political
conditions of society are constantly changing, «corrupt field of» social interactions updated through the introduction
into it of new actors. In other words, the range of objects and subjects of corruption relations is constantly expanding.
Faced with corruption almost all citizens, while the manifest and therefore punishable by only a few officials who committed
corruption. As a result, it undermines the principle of inevitability of punishment and negates the effectiveness of
anti-corruption measures.
Thus, the urgency of the problem as a whole due to the manifestation of negative developments and destructive processes
associated with the growth of corruption in Ukraine, as well as the need to prevent and counter this phenomenon,
especially in the system of government. Indeed, corruption offenses in Ukraine now covered almost all areas of government
and administration, leading to the destruction of the state apparatus and the destruction of the moral foundations of
society.
Target of the article is to substantiate the theoretical content of modern administrative and legal measures to combat
corruption in state bodies of Ukraine, identifying problems associated with the implementation of their provisions into
practice.
Conclusions and prospects for the development. Improvement of anti-corruption should be linked to the implementation
of complex legal, political, institutional, technical and financial measures to ensure the development of the
necessary mechanisms, implementation of which will create good conditions for radical change in the situation in combating
large-scale corruption.
