TECHNICAL REGULATION IN THE FIELD OF ALTERNATIVE ENERGY IN TERMS OF INTEGRATION WITH THE EU

Abstract

Problem setting. Article is devoted to the analysis of understanding "quality of energy" in the EU and Ukraine. The attention to some differences of legal regulation on the European and Ukrainian law.

The objective of this article is to improve understanding of the status of legal support in the field of technical regulations of renewable energy.

Analysis of resent researches and publications. Research in the field of  renewable energy today are usually carried out in the economic and technical aspects of such scientists as G. Geletukha, T. Zhelyezna, P. Kapustenko, L. Tovazhnyansky and others. In legal doctrine consider energy issues in their works S. Svirkov (civil aspect of the regulation of energy), A. Vershinin, S. Bilotskyy (international legal aspects of the regulation of renewable energy). Issues relating to the quality electrical energy investigates in his work A. Zharkin. Still, there are questions that need to be  considered.

Article’s main body. The quality of energy involves normalization of frequency and voltage in the grid, depending on the supplier, and equipment, depending on consumer power. Energy quality liability is distributed between energy suppliers and consumers, between them formed partner relationships.

Ukrainian legislation also have not provided liability of the consumer connection to the electricity network, while the law requires the supplier is also a penalty for failure to pay money. Supplier legislatively can have the right to refuse the connection. It is necessary to improve legislation on electricity in part of the establishment and demarcation of subjects and consumers of electricity, that is the definition of who should be responsible for the quality and whether the owner and the consumer to agree on this in the contract.

Conclusions and prospects for the development. It should be taken another standard of energy quality, certification procedures in renewable energy and the Code electricity networks of Ukraine. Ukrainian legislation also have not provided liability of the consumer connection to the electricity network.
