Abstract

Problem setting. Analysis of the current legislation on professional training of water transport employees shows that most of the attention is paid to the training of sailors, while training of river transport employees is barely settled. National legislation on this question contradicts to international norms. The need for organization of professional training of water transport employees is caused by the fact that system of education, training and retraining in transport is a factor of social security, stable employment and is an important factor of economic development of the country. Analysis of resent researches and publications. The following scientists were engaged in research of the specified question: M. G. Alexandrov, B. K. Behichev, V. M. Dohadov, P. D. Kaminska, F. M. Leviant, J. P. Orlovsky, A. S. Pashkov and others. Target of research. The article is devoted to the study of individual features of legal regulation of professional training of water transport employees. Article’s main body. Qualification characteristics of employees are the basis for the subsequent drafting of relevant standards and new education programs. Today professional training of employees is characterized by integration of potentials of education and production. Swimming practice is the most important factor in the process of training of highly qualified specialists on water transport. An alternative type of training (a combination of theoretical courses and practice) should be used for quality training of water transport employees. Certain age, specific practical and theoretical knowledge, work experience, special training and passing the corresponding exam, medical condition are the mandatory minimum requirements for certification of specialists of river and sea transport. It is known, that replenishment of qualified employees can take place during the learning process, that is possible by the conclusion of a special type of contract – student contract, but it seems that this type of contract is not a best mean for training of river and sea transport employees. Conclusions and prospects for the development. There is a need in adoption of a single legal act on professional training of water transport employees that will include all the requirements for training and manning of vessels on water transport on the basis of national and international legal norms.
