CONCEPT “STATE IN SMARTPHONE”: STATE POLICY DIRECT OR MODERNIZATION MEASURE OF ECONOMIC AND SOCIAL DEVELOPMENT OF UKRAINE

Problem setting. This article focuses on the analysis of the concept of reforming the state in the smartphone, which provides for a simplified procedure for providing all administrative services, if possible online. Since the identity of the recipient is required to provide the vast majority of administrative services, MobileID and / or SmartID is intended to be used for this purpose.
Target of research. The purpose of the article is to analyze the nature, specifics and components of the concept “State in a smartphone”.
Analysis of recent researches and publications. Some questions of the analysis of the state policy of virtualization (digitization) and its separate directions were considered by O.M. Vinnik, V. S. Milash, K. V. Yefremova, M. M. Petrova, O. V. Shapovalova and others.
Article’s main body. The new government in 2019 has announced the trend of state policy to implement the concept of “State in smartphone”, as evidenced by the creation of the Ministry of Digital Transformation and the appointment of this Minister at the same time as Vice Prime Minister. This is a comprehensive concept that involves ambitious transformations: reducing the number and moving to a higher level of quality, speeding the delivery of administrative services online with not only a personal computer, but also a smartphone, the technical capabilities of which allow to expand the range of services.
One of the main arguments for the need for digital transformation is the potential to reduce corruption risks. When a citizen or business does not directly contact the official, this is a good prerequisite for reducing corruption, but when registering a business, an entrepreneur must face the state registrar 1 time, and in cases of the same use of cash registers, constantly deal with state tax officials activities. Therefore, corruption risks can only increase. That is, it is not possible to introduce one measure that should reduce corruption and at the same time another that increases corruption risks.
The widespread idea of the concept should not remain the only leading direction of the new state policy, because it does not independently cause a radical improvement of the economic system of the state, but only one of the means of modernization of economic and social development of Ukraine, capable to improve the conditions for the implementation of sectoral priority directions of science development. technology, innovation and more. And most importantly, nobody can not to cover unpopular measures of government regulation such as expanding the range of entities required to use the registrars of payment transactions so quickly by the popular idea of digitization.
Conclusions and prospects for the development. So, it is no longer possible to consider the concept “State in smartphone” as a novelty in 2019, taking into account previously adopted normative legal acts and measures taken to actually implement the measures envisaged by this concept in recent years. Certainly, this concept needs further refinement, improvement, both at the level of purposeful regulatory framework, taking into account successful European and other foreign experience, and new effective, practical measures of implementation of state concept.
