AREAS OF IMPROVEMENT OF INNOVATIVE LEGISLATION: A SYSTEM APPROACH

Problem setting. In the modern world, the crucial role of the scientific and technological factor in accelerating economic growth is increasingly being recognized. Against this background, innovation activity has become a priority. In turn, the social phenomena and institutions that ensure the implementation and effectiveness of such activities are of great importance. Among other things, this could not but cause some changes in the sphere of legislative activity. That is why qualitative and quantitative changes began to happen at an accelerated pace. And although they occurred primarily in the economic sphere (it was here where the greatest economic impact from the introduction of innovations was expected), the legislative innovations touched other branches of legislation.
The target of this article is to analyze the evolution of innovation legislation and to identify promising areas for its improvement.
Article’s main body. The article is devoted to the research of directions of improvement of the legislation that regulates relations that arise in the innovation sphere. The author has carried out a thorough analysis of the evolution of innovative legislation at all stages of the formation of Ukrainian statehood, defines topical tasks for the effective development of this field.
It should be noted that some experience of actually developing such a program has already been created and can therefore be of help now in the case of deciding on the formation of a targeted program for improvement of innovative legislation.
Conclusions and prospects for the development. It is said that within the framework of the Coordination Bureau for Business, Commercial and Business Law of the National Academy of Sciences of Ukraine, a draft of the Program “Modernization of Economic Legislation on the Basis of the Economic Code of Ukraine” (2007-2008) was already developed once. In fact, it was the first targeted program that included the implementation of 42 topics (interestingly, one of them was devoted to innovation legislation), the involvement of a large number of scientific and educational institutions, individual scientists. We can hope that this case will continue and bring real results this time around.
