GENERAL PRINCIPLES OF ESTEBLISHMENT OF INNOVATION MODEL OF UKRAINIAN STATE: MUNICIPAL ASPECT
Abstract
Transition of Ukraine economy to innovative way of development is impossible without
an implementation of measures aimed at bringing state administration and local self-government
bodies in a line with a model of economic growth. The purpose of this paper is to clarify the role
of local self-government bodies in a process of development of a national innovation model
state, identifying key trends shaping municipal innovation oriented policy.
Indeed, a state innovation development due to geopolitical and economic aspirations of
Ukraine and keep moving in the same direction with the developed countries, where there are
global processes such as computerization, rapid technological change, domination and further
specialization of intellectual labor, increasing the need for science and knowledge among the
factors of production and transition to a new economic system.
Promotion of innovative change, in our view, should primarily take place at the regional
and local levels, as regions, certain areas are centers of economic activity that has a direct impact
on the socio- economic growth of the territory and determine the development of the country as a
whole.
Thus, for conducting productive innovation at the regional and local level there is a need
to formulate a comprehensive scientific approach and effective legal issues concerning
coherence of public authorities at all levels (national, regional and local) to implement measures
of innovation activities, as well as those problematic aspects of the organization and operation of
local self-government in Ukraine, which still remain out of sight of legislator
