CONDITIONS OF DEVELOPMENT OF ELECTRONIC SERVICES IN UKRAINE

Abstract

Problem setting. Since 2019, the vector of electronic services development has changed. Now, according to the Plan of measures for implementation of the Concept for the development of the electronic services system in Ukraine for 2019-2020, the State Agency for e-Government, in addition to the actual creation of electronic services, should also ensure their development by optimizing (merging) the provision of services "For life and business situations ".

Analysis of recent researches and publications. The problem of the functioning of electronic administrative services was the interest of leading scientists Klymenko IV, Chukut S.A., Repetsky M.O., Tyshchenko I.O. and other.

Target of research. The purpose of the article is to investigate the conditions for the development of electronic services, including the conditions for optimization of the latest in life circumstances.

Article’s main body. The first condition for the further development of electronic services in Ukraine is the introduction of the concept of electronic services for life circumstances. By the way, in world practice, many countries already provide citizens with public services in electronic form on this principle.

The second condition for the development of electronic services in Ukraine is the use of types of electronic identification of individuals and legal entities. Electronic identification tools are a prerequisite for accessing and receiving public electronic services, their special feature is constant technical improvement and the invention of new types of electronic identification. They must be accessible and reliable. The third condition for the development of electronic services in Ukraine is the introduction of the digital by default principle - the "Digital by Default ".

The provision of state-of-the-art electronic services involves communication between a citizen and government agencies that provide services through certain interfaces of information systems using electronic identification and authentication protocols, which must be based on security principles and guarantees of assurance in identifying the identity of both parties to such interactions Thus, the next condition for the development of electronic services in the country is the creation of a national system of identification of Ukrainian citizens.

As electronic services are increasingly distributed among citizens, there is a question of protecting personal data of the latter when using state-owned electronic services. Legislation in this area needs to be updated in the context of ensuring the protection of personal data of citizens when using them BankID, MobileID, electronic digital signature for obtaining relevant electronic services.

Conclusions and prospects for the development. The current state of electronic administrative services has reached the level of development in which further use of online services requires a number of conditions, from the introduction of the concept of electronic services for life circumstances to address the problems associated with the protection of personal data of citizens, which became known to the state when providing electronic services .
