CONCEPT AND ESSENCE OF STATE GOVERNANCE OF INNOVATIVE PROCESSES IN THE REPUBLIC OF BELARUS

Problem setting. At the current stage of global economic development, innovations play a significant role not only at the industries level but also at the state level of national economies. Innovations make companies and countries significantly more competitive at the global market at the same time increasing local economies’ status.
Analysis of recent researches and publications. In order to identify factors that predetermine innovation performance of a country and its market players methodology and results of the Global Innovation Index 2019 were carefully studied.
Target of research. With the purpose to determine the concept of state governance of innovative process and the types of possible actions the process of innovations’ creation had to be specified and decomposed into the following stages: applied research, marketing analysis, implementation, dissemination and refinement based on end-users feedback.
Article’s main body. Stages of innovation process have been analyzed and conclusions and assumptions were made about the place and role of the state in influencing these processes, coordinating activities of all interested parties in order to obtain an innovative product.
Conclusions and prospects for the development. State management of innovation should be based on a specific procedure and the most appropriate set of types, methods and methods of state, market and social regulation of scientific, technical, innovative activity in the country and its regions. The goal of state influence on innovation processes should be to ensure the most optimal, favorable conditions for the most effective interaction of participants in the innovation process with each other. Thus, we consider it appropriate to create a separate institution for the development of innovative activity in the country - the Ministry of Innovation Development.
